This means an operation where a police officer "pretends" to be a provider for the purpose of arresting a potential client for solicitation. As I said this does not happen anymore.

From what I've understood, police are allowed to lie to perform undercover duties (so long as they don't stray into the realm of entrapment).Holy shit.
