It's similar to the way people that live in countries surrounded by ocean or ones that border other Western nations (Canada, UK) respond (on paper) more favorably to large scale migration/immigration while people in nations that border non-Western nations (Eastern Europe) or are in the direct path of Third World migration (Italy) respond less favorably.
