They are not lying about their claim. Their status may be rejected because of agreements with the US but that does not make them liars. The only lie that could be involved is if they claimed they did not enter through the US.

By definition they are not in danger at that time. So if they make a claim it is a lie. Because that is the whole point of claiming to be be a refugee. It's claiming you are in danger.
They are not. They are safely in the USA.

And if you really want to talk philosophical arguments instead of factual based ones, you still have to justify your underlying assumption (which you obviously can not do).
It seems that you are missing the whole idea of the refugee system. By your logic, as soon as they were on a boat or airplane out of their country they would be safe and no longer valid refugees. As it is, refugee claims are for people without safe permanent status. Any visitor to the US would still face the risk back home when they had to return (or got deported) so they are still valid refugee claimants. A refugee applicant who was already a permanent American resident would face a tough battle to prove the need for being a refugee but even American born people have applied for refugee status.
That is the way the system works. Yes that whole international agreement makes sense where they request asylum in the first safe country they reach but their not doing so does not make them liars.
p.s. You seem to have difficulty with the difference between claiming and being awarded refugee status. Even a failed refugee claim does not mean they are lying.
