...just noticed now that the guy had 2 negative hits in the past 2 months.
Total of 178 feedback
4 were bad, 2 in the past 2 month.

My question is, if I decide I don't want the item can I?
Also, how soon am I able to do this up to?
Thought he had a pretty decent record, don't know how I overlooked that.
(reading the help section now, we'll see how it goes)

Your best bet is to complete the transaction but be sure to cover yourself. Looks like you were the buyer? If you have paypal that is safe. That way you have an online record of your payment. If the item is not shipped or received you can file a dispute. He/she will have to prove it was sent by means of an online tracking number. If they cannot and ebay/paypal sees the recent problems (negs, etc) they will rule in your favour and grant you a full refund and deal with him/her. As a long time seller, I have been thru this a few times, however, as long as I can prove the package was sent, via online tracking, I am okay. Same as if you can prove you paid by paypal.

If you decide not to pay, the other person can report it as a non-payment, file a claim against you, then ebay issues you one strike. You will receive a neg and if you receive another strike for non-payment (or maybe it is 3 strikes) then your account will be terminated.

I feel for you but you should at least give it a try. As I say, paypal is best for this, if you have it - use it. Any problems, feel free to PM me and I can help you out. Good luck

Blue, you're right, I'm gonna go through with it and pay for it.
The slight little problem here is, that I'm getting it shipped to a postal box in Buffalo. Not going to pick the item up until December.
However I can call and check to see that the item has reached the postal box.

Just as a note. You have to file a claim with paypal within 30 days of payment if anything goes wrong. Had one jackass string me along with the common "family emergency" for 28 days, found out about the deadline just in time.
Don't be disheartened by his negatives though, people may have been trying to scam him. People are so paranoid about 100% positive that people play on that, eventually people might get fed up, just remember he has 174 positives...

Plenty of folks here in Buffalo who could help you out if you need something picked up and checked for quality. Some of which I would even trust.

On another note, beware of Nigerian like money scams on ebay that are very popular now. I was trying to sell a cell phone and I had many bids and many emails that went along the lines of "I will send you double the money that the phone is worth, and send me some sort of check but only if I send the phone right away. I got at least 20 of these offers, different wording, and different addresses around the world. The guy who won the auction did the same thing, and therefore the phone was not sold. I did specify PayPal only but it did not stop.

Paypal sucks. Don't even attempt to use it. You can pass the payment, the seller can transfer it and close the account. You end up with 0. For sellers, Paypal strips fees from them, bankrupting all, in which you end up with sellers with 100 feedbacks with negatives.

Don't use Paypal. Let them die.
