Democrats hate deadlines.
Republicans hate democracy.
The Democrats argued quite well that there should be a submission deadline not a receipt deadline due to the logistics of the situation.
In states that set up their infrastructure deadline differently, they were perfectly fine with a receipt deadline because it made sense.
But look, given that Kavanaugh ruled that a result needs to be declared on the 3rd and all counting after that should be illegal, Governor Evers has ruled that all counting needs to be done in order of densest population center so that the most votes can be counted on the day. Start with the cities and metro areas and count rural counties last. If that means the rural counties don't get counted by the Nov 3 deadline that the court wants then those votes will be thrown out.
Its not ideal, but the court did insist.
