My first instinct is that the “illegal” weed is mostly the stuff sold on reserves. Or would that be considered a distinct “grey market”?
I used to only buy on reserves, but I feel like the price of govt weed has come way down while the quality has either improved or remained the same. I buy most of my weed at the official govt stores now.
