Specifically asked if she was busy I could visit later. She assured my that she was not. Long story short waited there for 20 or more mins and she kept stringing me along by saying come up and then no reply for a few minutes and then the details. Wasted a perfectly good night and 20$ on parking. Never going to this agency or downtown again. Should have known downtown is always a scam.

$20 parking in a grocery store parking lot? Even in a private parking lot, that's a lot for anything less than 4 hours. Did you move from Metro to a private parking lot later and waited a few hours?
I think it's 100% normal when a reply takes a few minutes. Specially if one person (or both) uses a text app since the apps will add a delay in reception/transmission, just because the way they work. Also, "a few minutes" is different than 10 minutes between every replies. Nothing bad in waiting up to 5 minutes in my mind. Annoying but not bad. It could be as simple as she needed to use the bathroom or was taking a shower before meeting you. You did get a buzzer and apt number.
This girl is using an agency so whoever takes the messages might have a bunch of phones to manage. This causes delays.
This is just my opinion, you can take it as a suggestion or ignore it, This isn't an attack on you.
Parked @ a lot near by I assume you would need to pay or not be allowed at the metro lot if u r not a customer. I would never risk my baby for just $20. I waited 10 or more minutes after saying I had arrived and then she replied come up. To which I replied do u have a buzzer. I was outside freezing my ass off and then there was no reply for another 10 min and I walked away. Now in the app for some reason the "come up" she texted got deleted shortly after my message that I will leave her a review. She may have a premium version and able to recall message I am not familiar with the app.
All of this is after I had specifically confirmed with her that if she was busy I can visit later as she did not reply to my earlier message for over 10-15 min before confirming.
Now I am not new to this I can give ppl the courtesy of 5~10 min but not 20 or more after specifically confirming the time. And worst part is standing in the cold.
