They are neither animal, nor racist. They are rational response. At night in an empty street If I see 3 well-dressed man regardless of the race, I will not be afraid. If I will see 3 guys young guys with tattoos, sleeveless shirts, drinking beer, saying motherfu***r every second word - I will be afraid. Will I be afraid more if these guys are black or white? Black. Why? Not because it is racism, but because larger proportion of young black guys dare involved in violent crimes than young white guys. It is just a fact. So, I have nothing against black guys in general, but I am more scare of them and not because of racism, but because statistically I have more reasons to be worried. Is it unfair to black people. Yes. Should I ignore the crime statistic in my behaviour? Hell no. I behave rationally. Is it fair to non-criminal black people. No. How we can solve this problem. Two solutions.

1) Ignore race in any decision making even. The problem with this solution is that it is not rational fro anyone to do so given current crime statistics

2) Do something to reduce the proportion of violent criminals in black population. This is is best solution. The government needs to do its part through allocation more resources for education (schools, apprenticeships, College scholarships) toward black communities. But black communities must do their share too to make sure their youth do not chose to become criminals and help police to catch criminals. Government is doing its part, maybe it needs to do more, but it is doing it. It is time for the black communities to do its part and change. University students do not look at race at all. Noone care about the race at mid and high level workplace. But when it comes to sleeveless youth and a possible violent crime: this is where the race matters simply because of the Bayesian rule. Bayes theorem does not care about the BLM.
