Generally, I think State law has governed prostitution. Hence a state like Nevada has permitted prostitution in many counties, but not all.
Funny thing, in the 80s I was aware of some rare bordellos that existed in parts of the U.S. The local authorities always tolerated them from several decades of operations as long as they kept a low profile. As their old proprietors died off, they simply faded away much to the dismay of the local gentlemen.
