Because developers won't build unless Ford lets them make huge profit by rezoning their discount greenbelt land purchases?
How about the huge chucks of land already available in the GTA instead of land that 'coincidentally' owned by his buddies?
But there's a crisis.
My ventriloquist puppet masters, you know the land and property developers, have recently purchased land at a huge discount in the legally protected from development Greenbelt so I had no choice my hands were tied, except to use the tools I have in my tool kit to ease the suffering and alleviate the crisis that has befallen upon my dearly beloved puppet masters.

Municipalities are pissed at Ford. Not only is he giving away the greenbelt to developer donors, his goal of building 1.5 million houses is based off of eliminating the development fees cities use to pay for services.
Developers get a massive tax break while cities will be on the hook for services to developers who no longer have to worry about how expensive it will be to get water/sewage/transit.
