Just call the front desk anonymously and complain of shouting in her room. Something about a guy being ripped off and asking for his money back. I make sure to say that if it happens again I will call 911 because of illegal activity in the hotel. They will most likely give her a warning. Do it again at 1am and they will kick her out with no refund. She will have to spend $200 to find a hotel room for the night only for her to leave at the normal checkout time in the morning.
