Anyone know of a substitute for Google Hangouts/Google Dialer?

My mom had the google dialer / google hangouts app on her phone and used it to make free calls to family in the States . It was a way to make calls without costing her money. She was able to do this for many years but since April 1 , 2021 Google discontinued the call features on that app so I am wondering if anyone out there might know of a suitable replacement. Any options on apps she can use in place of Google Hangouts / Google Dialer? She tried Talkatone and Textnow but they weren't as great as Google Dialer.

I know there is Google Voice but apparently you need an American phone # to set up Google Voice on your phone.

Thanks for the idea. Yeah the only thing is some of the people my mom calls don't have whatsapp. Sometimes also she is calling companies in the states so sometimes the recipient doesn't have whatsapp. The Google Dialer/Hangouts app was so perfect because she could save money on long distance charges.

Thanks Scorpio! Yeah Textnow is something I personally have been using since Google Hangouts stopped their call feature a month ago . I found the Hangouts interface a little easier though when trying to hangup and redial when getting busy signals though. Or maybe its just my phone but it seemed the Hangouts was a bit faster in that regard.

I know that Google Voice still works but only if you have an American #. An American # is needed to register for Google Voice. So I think theoretically I could use Google Voice app but the only obstacle is I would need an American # just for registration purposes. I suppose I could just ask my brother down in the states If I can use his # just to register the app on my phone. I know there are ways to create a free virtual number but I think Google Voice seems to detect those and not accept those types of numbers.
