Because Canada has not and cannot build a pipeline coast to coast, Alberta oil may soon be sent to BC ports and then by ship down the Pacific Ocean through the Panama Canal and back up the Atlantic to the Maritimes. This is a national embarrassment which on the surface seems surreal. Because Canada is a loose federation of provinces with too much power and a relative weak central government structure, Quebec has been able to prevent a pipeline bringing Alberta oil to the Maritimes.

Quebec should have their oil and natural gas supplies cut off for a while. Then they will realize how important these fuels are for the entire country.

I'm not an expert, but in reality doesn't an Alberta oil firm simply do an oil swap (deliver oil to a purchaser closer by and some other firm in that transaction pool delivers to the Maritimes). Oil is very fungible. A drop of Alberta oil doesn't necessarily have to make that long trip.
