I would argue both are indigenous. The Kingdom's of Israel and Judah circa 1,000 B.C. encompass the majority of the current state of Israel. The Philistines were largely confined to what is present day Gaza. That being said being indigenous is not a reason for saying the land belongs to one group or another.
