I'm strongly agreeing with you any foreign money must be reported and rejected. Same with any foreign contacts during a campaign. Immediately report it to FBI. When NY Gov hochul found a staffer had shady Chinese deals she fired her and reported her. They then found out she was a spy. That's how it must be done.
That's why the Trump campaign all lying initially about their contacts Russians was problematic. All previous campaigns of both parties always reported these contacts.
