If you take a cultural issue from a country - say racism in the US and apply to a random American and call him racist, that would be racist stereotyping. But saying America itself is racist, just means, America has a cultural issue with racism. Which is true.

Similarly the Israeli mentality regarding the Palestinians is a widespread cultural and political trait within Israeli society. It is entrenched in their society and governs how they view Palestinians. Which is what Gideon Levy who is Israeli says as well. Of course, there are Israelis, like Gideon Levy himself who aren't like that, and it would be wrong for you to scream "Racist!" at a random Israeli. But it is not wrong to say that Israel is racist towards Palestinians. There is demonstrated evidence that there is a cultural issue and political points of view within Israel regarding Palestinians, that are problematic, to put it lightly.
