At no point anywhere have I defended the girl. In fact, I was very much doing the opposite.

Sure ok, then my point does stand. There are reasons for this behavior. It is in fact common enough to be able to be classified as systemic. As one of the people who had to deal with it, from young girls, to the "Karens" who never grow out of it, it's quite real.

A kiss is sexual. A touch on the arm is not. Some don’t get the difference I guess. The intent does not always have to equal the act but the act is what is the problem regardless of intent.

I am not so sure, Jen. If you watch the video you can see what this girl is doing is really not sexual; she's just being stupid. Maybe there's some passive/aggressive thing going on with her; more likely she's just plastered. She looks quite young and probably can't handle her alcohol.
Back in my day there were 2 types of drunk girls in bars: the horny ones and nutty ones. The former were the ones you would want to gravitate to; the latter, not so much.
