I would assume it's because it's around tax time when a lot of folks (esp. self-employed, small bidniz owners, and freelancers) think either "oh shit" or "hurrah, gonna get me a return!"

This is time of the year when people review finances, and consult their accountants what percentage of their Gross Income is safe to use for hobbying.
So far my accountant is ok me doing outcalls max 250/hr but if finances worsen, have to stay with 150/hh incall.
