If you are talking about in Toronto, then the answer is sheer population. The Korean population is greater in Toronto than the Japanese population.

Fuji is correct, Japanese is a wealthy nation, and a nation's wealth is inversely proportional to the likelihood of their women immigrating to places like Canada to work in the sex trade. Korea is growing rapidly but is no where close to its former colony master, Japan in wealth and sophistication. Also Japanese women who work in the sex trade usually are those who are pimped by the Yakuza solely for Japanese men, they rarely service foreigners. I'm stereotyping, but when I was a kid growing up, the Japanese kids integrated really well into the broader Canadian culture.
Chinese? Not so much.
