Paying families for childcare is not the answer, if for no other reason that there aren't sufficient daycare spots available to take all these kids in. That's why the solution lies in either allowing competition in the education sector (headcount funding) or moving to a mandatory interest arbitration model (like so many other essential public services).

Your perception of reality is skewed.
He wanted to start the negotiations back then and the teachers refused. Then the teachers waited until the school year started to provide a counter offer...this time they could use students as bargaining chips.
If you are so blind to that tactic then you are lost.
