The changes could be in the form of some publicized government programs.....higher minimum wage, etc. (although I prefer government subsidizing wages as opposed to mandating employer wages). You can see a big spend on urban infrastructure with minority hiring mandates.
I'm skeptical of government's ability to solve deeply rooted social problems, but they could put some money in people's pockets.
Correct, it is much better to put these 30 million unemployed and unemployable young people at work on necessary infrastructure than to have the mayhem they inevitably cause.
If you combine that with education and training programs and a decent welfare system, USA could be a civilized society like all other first world countries.
It is not difficult. There are plenty of examples of other countries that have achieved it.

What actions have they done?
Does that mean you back anonymous and all whistleblowers who report on the deep state?
