You will be provided an IP that only use will use to connect to the country of your choice and use Netflix. It will not be blocked as the IP is dedicated to you and Netflix will not have it banned as a VPN service IP. If it does get banned for some reason they will provide a new one.
It is about $50 a year extra. I got it for a month and decided that there wasn't much more on US Netflix than Canada and canceled the service.

It was not that Netflix could get you in deep shit but rather anyone using your IP as a VPN participating in illegal activities like accessing or distributing child porn or terrorism could make you to become a suspect. Given it is the internet connection you are billed for.
It's similar to having a friend come over and use your WiFi for some illegal shit. You are responsible for what is accessed.
