It is their job to accept the Declaration of the importation of the cash and then submit the report to FINTRAC for further investigation.

I always thought that at US casinos, all winnings over $500 were held and the IRS gets their cut before any payment is made.
The IRS and casino would have records of such payouts.

And if you are not a US citizen you can get those back easily enough

it's common knowledge anything above 10k in cash can post a lot of questions for the border officials...and they have authority to question you if they feel they need to...i'm sure if your 73 yr old mother comes back with more than 10k everytime she visits vegas, they will do the same...does that automatically mean a ho? no. it just means that's way above the restriction...

If she received the money from her boyfriend wouldn't he have that? If she showed customs that form it might raise more questions because she says it's her money but with his name on it.

Any time winnings exceed a certain threshold (even on table games) they withhold taxes
Even on stuff like races, lotteries, card tournaments etc
You need to win more than $1000 on a hand but if you do so you def getting taxed on the spot
