However, investigators found “no persuasive evidence of systemic, deliberate mishandling of classified information”. But “the use of a private email system to conduct official business added an increased degree of risk of compromise as a private system lacks the network monitoring and intrusion detection capabilities of State Department networks”, the report states.

Where is the news here? Did anyone believe that the mishandling of classified information was systemic and deliberate?

I don't believe violation of the statute requires the act of mishandling classification information to be intentional or systemic.

As I mentioned, the statute doesn't require intent or systemic violations.

I am curious to hear how the State Dept. investigation and findings even enters into the scheme of things. Why were they investigating? I thought the FBI was the ultimate investigator and their investigation was over.

It seems like picking up a newspaper that has a headline that the Titanic has sumk.

Trump has been demanding the DOJ and State Department investigate Clinton for years now.
And you're surprised?

After all that investigating all that's happened is another of Trump's personal lawyers is in trouble and Trump himself is being impeached.
