It is up to the Senate to approve or reject any treaties the President makes. Joe Biden was the appointed US Government's Administrative representative in a broad US and European governmental policy and program to have the Ukrainian government investigate and remedy the situation with it's lead prosecutor who would not investigate the broad and pervasive corruption in the Ukrainian government and it's institutions.
This is far different and perfectly legal, ethical and moral situation as opposed to Trump's efforts in using his position and power to corruptly gain political and personal benefit by offering a quid pro quo with the Ukrainian leader. This is in fact the definition of corruption!
