I think farmers have been complaining most of my adult life about commodity prices. I can't discern a huge difference in current prices from 2016. The Chinese promised to buy U.S. agriculture products to alleviate trade conflict. The Chinese know full well that if they hold out that carrot and yank it back some farmers are going to buy into the Chinese trade story. The Chinese have been in and out of U.S. commodity market for decades. In the past, they would buy a whole lot of a commodity, hoard it and the watch overcapacity fuck up the market.
Incidentally, I just read an article about how soon the world won't be able to feed itself. I bet I don't have to look hard to find that same media outlet has an article on the low agriculture prices.

If one wanted to control the price of a commodity, one could just buy or sell commodities on an exchange without actually taking delivery or delivering the physical product. For something that has a short expiry date that seems to be the best choice, even for stuff that has no expiry date that is also probably the best choice. It is something that you or I can do over the internet, it does not need to involve the resources of a state.
Dried soybeans have a shelf-life of several years. That wasn't exactly the main point of my post. But if you were interested in the subject, you could find articles on how the Chinese helped distort Brazilian commodity markets (foodstuffs and industrial commodities). The point I was trying to make is that the Chinese government coordinates the country's entire massive purchases (or lack thereof) with political impact in mind.
