I'll tell you why - because he had heard enough from hundreds of witnesses, thousands of hours of testimony and countless pages of documentation. The only thing an interview with Trump would have brought was a perjury trap.
Trumps lawyers were smart enough to not fall into that trap.

The fact that coverup Barr had to give a press conference prior to releasing the report to control the narrative as the president sees fit, and to satisfy the Trumpista base, and also had to release the redacted version to Trump's personal attorneys on Tuesday before being released to congress on Thursday is telling of what captain coverup is trying to do. Trump's personal lawyers were also given an option to request additional redactions if they see fit.

Attorney General William Barr said Thursday that President Trump’s personal lawyers were given the opportunity to read a final version of the redacted report earlier this week but did not request additional redactions.

Again remember Barr is the same person who had a hand in the Iran Contra affair while working in the WH under the Raegan administration, and then under George H W Bush Sr while he was the attorney general he advised the president to pardon those Republican government officials who were convicted in the Iran Contra Affair.
He also helped with the coverup of the flow of money, and arms to Iraq and Saddam Hussein while he was working in the WH under the Raegan administration.

You would have to be a complete moron to see this report as anything other than political hack job by the Attorney General Barr

Mueller investigated operating under the view that a sitting president can't be impeached, that's up to congress based on the evidence presented in his report.

18 U.S.C. § 1503 defines "obstruction of justice" as an act that "corruptly or by threats or force, or by any threatening letter or communication, influences, obstructs, or impedes, or endeavors to influence, obstruct, or impede, the due administration of justice."

Overview

Someone obstructs justice when that person has a specific intent to obstruct or interfere with a judicial proceeding. For a person to be convicted of obstructing justice, that person must not only have the specific intent to obstruct the proceeding, but that person must know (1) that a proceeding was actually pending at the time; and (2) there must be a connection between the endeavor to obstruct justice and the proceeding, and the person must have knowledge of this connection.
