Although the technology he's pointing his accusing finger at isn't the MCAS that has been picked as an early culprit, it interacts with and is worsened by a MCAS/pilot 'dispute'. And as he says, although the investigators identified this Blowback interaction as a danger after Lion Air. Being and the FAA did nothing to warn airlines or pilots about it, so that they would be alert and deal with it safely and competently.

The FAA is not in the business of certifying aircraft anymore. They don't have, and can't pay for that kind of expertise. They have to contract it out to the manufacturers. This works great, until a deadline looms and some guy in the company with an MBA and a finance background tells the real test pilot that "close counts, it'll be fine, don't worry about it". And then reminds him who pays his salary. Therein lies the rub. There should be no conflict of interest, but I'm certain we'll find out that's exactly what happened. Sadly, I doubt anyone will go to jail. But, somebody should.

Clearly, it doesn't work great. It's the equivalent of letting kids mark their own final exams to decide whether they passed or failed, and issuing Department of Education Diplomas on their say so.

The FAA still issues certificates, they're just not in the business of stopping air transport companies from making profits because of 'needless goverment regulation' anymore. Nor do that have the budgets and staff they used to have when they were in the 'business of 'ensuring the safety of air travellers and the planes that carry them'. That's partly what we get when we think paying for bad cable-TV is more important than paying taxes for good government, and partly what we get for electing a party that thinks enriching yourself is the greatest good anyone should aspire to, and that government just gets in the way.
