Why? If he actually believes increased age makes people less dumb, or that studying makes people stupid, his personal trigger thresholds aren't likely to make rational sense.

If Dougie ever knew, then he forgot that compulsory student-fees also used to fund the Young Conservatives, among the other political flavours. Every club got to make a pitch; everyone got only their due.

My university drama club staged A Man For All Seasons with the small grant we got. Because it was that year's Grade XIII required English Drama, we sold every ticket, had to run extra performances and turned a profit large enough to fund the rest of a year for the first time ever. But not before defending it from the Student Union who suddenly saw themselves as 'investors' entitled to the lion's share of the box-office, when they'd made it clear we had been given all there would ever be, and as somewhat grudging philanthropists, and careful stewards apportioning their fellow-students monies, it was up to us to make it last.

Only a small part of education happens in lecture halls.

If the argument is that we should restrict voting then let's start with the uninformed and disengaged voters. Or those voters that lack the critical thinking skills to look at issues from multiple sides (especially not their own side.)

So let me get this right. When some of the right wingers on this board were attending University and they were around 21 years old, they then thought that they were not capable or mature enough in comprehending what the politics of that time was all about??? Wow, but maybe it makes sense, in the manner in which they have blindly followed someone like Trump!!
