Canada's still too small a market and too challenging geographically to make the capital project financially attractive. Once they're up and running, CN and CP prove we run railways as profitably as anyone. But we need the deep pockets of governments to get them built.

No one has a veto except taxpayers/voters, and their current fad is to imagine they can't afford their taxes while the outdated infrastructure their less-affluent parents and grandparents bought crumbles around them and needed projects, like renewable energy, like pollution remediation, like efficient, environmentally-safe high-speed rail go unbuilt.
Its population density again.
We don't have enough big cities close enough together to justify the infrastructure costs.

Less than a tenth the price of the US military's annual budget.

Having taken the high speed trains in Europe, I can assure you, they are the way to go. North Americans are ludites when it comes to high speed trains.
Far more than Trump's wall. Certainly not against hi speed rail but it has to be managed properly and not turned into a boondoggle. Furthermore, it should be funded through public-private partnerships.

The costs are up because
1. Costs of rebuilding is higher. Construction cost inflation is generally double that of the CPI. And in case of a natural disaster such as a hurricane, demand always spikes & costs do as well. Simple economics. You should try using it sometime.
2. More people are living closer to the coasts, despite hurricanes occurring along the coasts since ..... forever. More people means more buildings & infrastructure placed where hurricanes occur. Hello!
3. New orleans was built on a swamp. Hello again! Bad planning from centuries ago finally came home to roust. ........................But do not let the truth get in the way of your propaganda

It just might be more expensive for insurance companies for a lot of reasons not related to climate change.

Took over a decade to build at a cost of almost 4 times the original budget. Then when it was finally built they implemented insane pricing - one way for $27. Now it is more reasonable about $25 for a round trip Union-Pearson.
