I'd be grateful for any real world evidence you have for the above.
Quebec City and Montreal actually both do all way reds
Real world experience from last week

Quebec City in particular has some weird configurations / patterns as well
(Many intersection will go 4 way red then wait a second or so then let all 4 directions pedestrians start to cross, can't cross with the green only with the red which is something I never saw before)
And many odd turn patterns

Or, how about stopping for the red light. There's no reason to run a red, between observing the countdown timer and that other thing called an amber. It's the easiest ticket to avoid. If you get one, you deserve it.
That's bullshit. I'm pretty sure I just got dinged with one of these a few nights ago on highway 7. I don't care who you are. We've all had the moment where we get caught in between how close we actually are to the intersection and weather is safer to stop or go through. Generally we all make the right choice, but once in a blue moon you realize "shit, I should have stopped there".

…..but I wasn't paying close enough attention.

Assuming you are traveling the speed limit, not tailgating, and not distracted driving the lights are ridiculously easy
Most of the engineers reports show multiple seconds in your favour

Anyone who feels "should I stop" can substitute the words "can I run the light" and not change the meaning

wrong and your full of shit if you say it's never happened to you.
I will admit that it's happened to me. And I also knew it happened because I wasn't paying enough attention and used poor judgement.

I can accept responsibility for my mistakes but I'll believe it if you say "it's never happened to you".

I don't think I've ever met anyone that approached an intersection at least once if their life and miss-judged how far they were even when paying attention. It happens, especially in my situation where I was driving fast because it was on highway 7. It happens to everyone, at least a few times in their life, and if they tell me it hasn't, they're a liar.

The only time I ever wonder if it's safe to stop is when being tailgated and suspect the car behind me doesn't plan to stop, no matter what I do.

Only thing you can do in those cases is to slow down early based on the crosswalk timer (and you can only do that if you're paying attention).
