Before he leaves office in January, House Speaker Paul Ryan (R-Wis.) wants to give Irish citizens access to thousands of unused U.S. work visas.

Under the E-3 program, a total of 10,500 visas are allotted exclusively to Australia, but with new legislation pushed by Ryan, Irish nationals would have access to any that are unused.

Critics are not taking kindly to the outgoing speaker’s gesture toward people from a single, relatively wealthy European nation while migrants in more dire circumstances ― refugees, asylum-seekers and young children ― are being forcibly kept out of the country, detained and deported.

Ryan himself has blocked efforts to pass the Dream Act, which would provide a path toward permanent residency for many young people who were illegally brought to the U.S. as children and grew up here.

The outgoing speaker, whose ancestors came to America from Ireland to escape famine in the 1850s, has always had a soft spot for the country. He even said he hopes to one day become to U.S. ambassador to Ireland.

The Irish government is backing the bill, according to documents obtained by Politico. As part of a deal, Ireland would expand academic exchange programs and make is easier for qualifying Americans to retire in the European Union nation.

Ryan’s Ireland visa legislation passed the House easily on Nov. 28 and is up for a Senate vote next week.

I'd argue the U.S. immigration system is the least racist system in the world. They welcome people of all colors and ethnicity.
I'm a descendant of Irish immigrants to Canada post WWII. My ancestors helped build this great nation. Today if you are Irish with a high school education and a semi-skilled laborer the system is rigged against you entering the country legally. I have first hand knowledge of several instances. Instead Canada would prefer you be a refugee or a 'university' educated person of color. It's been that way since at least the 1990's. I'm not sure why given the shortage we have of tradespeople and other semi skilled laborers. Instead we bring in Middle Eastern and East Indians who end up driving cabs or uber for a living.

You have a warped argument regarding the Canadian Immigrant System. There are quotas for all the countries based on merits. Yes, the higher your education skills there are additional merits points for the final assessment. Now it does not depend on your citizenship of that country based on the quotas. If you are a resident of that country for a certain number of years then you can qualify as an applicant from that country. This may help to explain why there are many East Indians and Filipinos arriving into Canada as immigrants from the Gulf Countries and Middle East. If you are a medical practitioner arriving from most countries, you have to get re-qualified from a Canadian University. What you do not realize is that many of these doctors and dentists do become taxi drivers, but as soon as they have earned enough of income, they then put themselves through University to get their degrees and then get back into their professions. Some who realise that they have not earned enough of income continue to stay as taxi drivers or do other courses to move into other related professions.

There are some coming to Canada from the EU nations as well. The total number of migrants to Canada were around 270,000 in 2017 and that was down from around 320,000 in 2016. But this has always been the norm throughout the years whether it is a Conservative or Liberal Government. In the past there were refugees from Vietnam, Cambodia, Uganda, Sri Lanka that were admitted into Canada. Previously, there were East European citizens that were allowed in large numbers into the country. These were all considered to be refugees as well. But after the second world war close to 165,000 refugees from Europe were welcomed to Canada. Boats containing citizens from Asia were turned away, as it was based on ethnicity. They may not become qualified medical practitioners or specialists, but many of them move into related industries such as the Pharma care and the Cosmeceutical industries. As I said again, it is not cheap to put yourself through University when you arrive with the very basics and have to work practically 12 hours a day and 7 days a week for many years to try and do so.

After spending years driving an uber to support your family as you are going through all the bureaucracy to prove your foreign degree is acceptable.

And South Asians trend to have a fairly good grasp of English. The only problem (like with rural Irish) is the thick accents.

What about letting in people based on merit and dire situations? If you only let in migrants and asylum seekers that screams reverse racism to me. It should be a mix of both, if always take in migrants and asylum seekers first, that doesn't seem to bode well for the society as a whole, If some of theses people are highly educated or skilled then fine. If not then sorry you have to accept highly educated or skilled people in on an equal basis
