Just as there were enough people living in in North York to justify a better water system than the one they installed.Are you saying that prior to amalgamation there were little to no residents living in downtown Toronto? I was living there at that time and there were a lot of residents, apartment buildings, condos and office towers. I am sure that there was enough people in the downtown area to have justified at that time a proper sewer system.
Too bad that some of those good old councilors who scored millions from developers to use for their slush funds did not divert that to maintaining the infrastructure.

To me, that tells me the crop of councilors employed by the city over the last 20 years has done a poor job of managing the infrastructure needs. This is not simply a "blame the Fords" issue.

Contested election? Contaminated? Contemplated? Controverted? Convected? …In the Monday Council meeting outgoing councillor Justin DiCiano asked the city clerk two questions.
One. Could they run a 25 ward election? The answer was yes, and with confidence of an error free one.
The next question was could they run a 47 ward one. The answer was no. It would certainly be a "cont**********ted" election.
And despite this and there own hired legal experts advising they can't win in court, the council voted to go ahead with a court challenge anyway.
And they wonder why many see the benefit of less of them.

ON topic: Assuming a 25 member Council reflected the left-right split of the Provincial and Federal elections using the same boundaries, the vote on any similar motion would probably go the same way. Tinkering with the crowd size doesn't make it any smarter. If DoFo adjusted all the ridings to be the size of Toronto's — which he has the power to do, and which would "… reduce the size of government" as he promised the Province— he'd likely have far fewer seats (and no power next election). But that wouldn't make him any wiser.
