And even if by chance there is a lawsuit, it would be well worth paying that severance. The province would see a return in less than 2 years or so.

You and I don't know the finer details of whatever contract was in place. Have you considered that maybe he would be entitled to $10 million in severance under specific circumstances? And perhaps, whatever has lead him to resign is not one of those circumstances?
Or has the shock of FOrd actually keeping another one of his campaign promises skewed your common sense?

Depends. If he was sent one how in breach of his contract he may have chosen to walk away as opposed to bring subject to public scrutiny.

If he doesn't take this to court then Ford was right.
