actually the cops are saying Im 16 yrs old (or whatever under 18) guy agrees to come he is asked to bring something this way they can id that's the guy (going into hotel) once in the room they are AGAIN asked if 16 yrs old is ok if they say no and leave nothing happens if they say yes then they get arrested as they should
DRP is trying to stamp out the market for under 18 and rightly so
