I think the laws were passed in after WWII but where did Canada conduct siege warfare in WWII. But yes Canada has been involved in several illegal actions including the bombing of Syria.

Them starving is more likely to see us cook in a nuclear explosion. After all, if someone has destroyed your country, that is when you press the doomsday button. Its a retaliatory weapon, not a first strike weapon.
