The question you SHOULD be asking is how is it possible to trigger a ballistic missile warning by "pressing a wrong button"? How is it possible to issue it without confirmation and through the local control only?

That's what I said? I asked how is it possible for a local control to issue a ballistic missile warning? Especially since the operator in Hawaii does not have the capability to verify that launch has actually happened. Use your brains, maybe take it off the TDS overdrive.

Not necessarily, if it was a local mistake. The system is designed to work top to bottom not the other way around. He was informed fairly quickly, I'm sure, but it's not up to the President to sort out car wrecks on I- 95, either.

It wasn't a military warning, it was the Hawaii Emergency Management Agency that pressed the wrong button. For instance in a border state their Emergency Management Agency is the one that puts out television and radio messages to stay off highways in a extreme snow event, or when there is flooding.

Understand this was a combination of poor console design and human error, it was shift change - they were running late, the person at that station pushed the active rather than the test button (right next to each other), it asked the question "are you sure?" and he confirmed that he was sure.

Sensible, basic administrative system and procedures should long ago have been precluded human error and poor console design from generating false alarms to an entire state. What possible good purpose is served by routinely 'testing' the alarm at a set time when that predictably makes the test so tedious the operators ignore the safeguards and the entire warning system fails-hot instead of failing-safe?

Yes, it's the same system that will give you flash flood warnings in Hawaii (which are very common especially during storm season). If you're travelling and you have your cellphone activated - you'll get these alarms (text as well as an audible alarm). I believe the cellphone alarms are localized to the area affected for each specific flood. My first trip to Oahu/North Shore, I got one of these at about 3:00 am, and it wasn't a simple ring tone - it was a "WHAAA WHAAA WHAAA" alarm - woke me up in about 1/2 second! (And it was a good thing too, because I had left windows open in the house and the torrential rain was streaming in.) My kids have made friends who live there. One of them posted a pic on their facebook page (before the false alarm report went out) with a very Hawaiian surfer way of dealing with the warning - cracking open a beer, sitting outside enjoying what was left of their life! "No point panicking, brah... might as well enjoy the morning..." LOL!

Could be improved but for it's main purpose (weather alerts) it's a very good system - especially for people travelling to Hawaii who may not be familiar with the localized nature of severe storms (eg: It might be sunny in Honolulu, but torrential rains and flash flooding on the windward side).

Then maybe they need to divorce the systems. One for weather, one for nuclear obliteration.

Might be a good idea. But who's going to pay for it? Most (or at least a rapidly growing number) of native Hawaiians will tell you that they'd rather go back to being a republic, so the cost of any ballistic warning system would be added to the cost for the U.S. to lease Pearl.

Politics aside, can you imagine hearing a 38 minute missile alert saying to prepare yourselves - this is not a drill ? I wonder if there was any 'what have I got to loose ?' crimes committed.
