Any way to increase rent for a tenant?

Now that there's the new law which applies to all residential rental properties, it seems that landlords have their hands tied. The yearly rental increase guidelines are barely sufficient. Does anyone have any creative ways of getting a tenant to pay more rent willingly?

BTW, I don't want to pretend to move in. This would involve giving a notice saying that I'm going to occupy the property and then relisting it shortly after the tenants have vacated. It's pretty risky and the fines are high.
