Sorry but I'm in business and I always look at the cost effectiveness of a project. To spend all that money to reduce illegal crossing seems ineffective when a) the majority of illegals don't sneak across the border but simply lie when entering or overstay their visa and b) when essentially a word of mouth campaign seems to have made a significant cut with zero cost.Gee I dunno, maybe try to get it down even further??

It should contain all their data and an indicator whether they are still in the country or have left. Then if the expiration date has passed and they're still here, any action they do (withdraw money, use a credit card, anything that requires ID, etc) causes a blip in the radar and they are hunted down and deported.
