Innocent people go to jail because police and crown get convinced some is guilty and then take short cuts. falsify evidence or withhold evidence that would cast doubt on the guilt.

Neither did Canada. The US, however, has given hundreds of millions to al Qaeda linked groups, so the answer to your question is "the USA" and likely "Saudi Arabia" except it's a much larger sum.

How about the judge who wrote a 179 page judgment quoting Maya Angelou and then convicted a "rapist" on no evidence? Point being that it cuts both ways and given that there are probably a few thousand judges in Canada, one or two will fuck up.
