During the experiment it's only if you have been in the test area for a year. I would imagine this would have to be the case if implemented province wide.I foresee any problems with this, not least of which is the strain this will put on the governments, as I'm sure that this will eventually be downloaded to the municipal level.
I also agree with what this economist said;
One economist said the basic income plan could become a disincentive to work, because every dollar earned would reduce the amount of government benefits paid.
“There would be an incentive to get basic income. But then the incentive to earn more through work would be blunted by the fact that each dollar one earns would reduce your basic income by 50 cents,” said Douglas Porter, chief economist with Bank of Montreal, who called it “an effective tax rate of 50 per cent.”
Another issue I see is the misuse of funds, for things that aren't considered essentials, like booze and drugs.
I also foresee people moving to these areas, not hordes of them, but there will be those who will do so just to take advantage of this. The future strain felt will not be light.
