Unfortunately, the ambiguities in the law will not deter the gendarmes from hassling the parlours. In fact, I think vague and ambiguous laws allow the latitude for police harassment that a more defined and structured law would not.

As the competition for the customer gets more acute in Windsor because of the general slowing down of the economy and fewer American visitors, the girls seem to be very upfront with their lists and are pushing upsells each visit. That seems to be the issue with my friends and me. Spending $130 to $150 in a Windsor massage parlour has kept me out of them for a while, although I still drive by many of them to see the babes sitting outside on their smoke breaks.

Babes? Every time I walk/drive by Pellsier I get spooked at some of the ugly gals puffing away on the stoop. They seem anything but the young and attractive females most MP customers expect. My thought is how can these gals make a living? As far as the bylaw goes, it seems like there are some poor lawyers in Windsor giving advice to plead guilty- "15 plead guilty" is a stat from the Windsor Star article. If that article is accurate, these are criminal charges too, not just bylaw violations. At first glance the bylaw seems totally vague, although I have not read it. I spend a lot of time in Windsor, but work and live in Toronto and this is what the Metro council is doing- ending the Holistic licenses and cracking down on masquerading MPs. They will be effective because the MPs fail totally at being what they say they are, but if a MP doesn’t try to register as something it is not, then the issue might actually speed up legally speaking- meaning some MP gets charged as a bawdy house and they have the money and guts to fight the charge through the courts. In Brampton, the bylaw (which said a MPA cannot be nude, and/or touch customer’s genital area) was thrown out because the judge said they city was making criminal law, and a city cannot do that constitutionally speaking. They can do a bunch of things, such as limit the number of licensed MPs/Body Rub parlours, the hours of these places, where they are allowed in zoning- but not determine conduct between individuals that would fall within the orbit of criminal conduct.

I appreciate your interest in the massage parlours of our little town. Look again when you drive by. The massage attendants at Tropical on Pelissier are mostly young and many are quite attractive. I know this by driving by on a daily basis and I slow down when I pass the parlours.

I don't understand your phrase that the law seems vague to you even though you haven't read it. The young ladies pleaded guilty to bylaw infractions. The lawyer acting for these girls was Brian Ducharme, one of the foremost criminal lawyers in Canada. He has previously acted on behalf of individuals such as Bob Probert and Ollie Mastronardi. He is anything but a poor lawyer.

Pelissier Street- finally got the correct spelling on it- thanks, Brus, as far as driving slow, it is a one way street and you have to crank your neck back to get a good look because the Chinese Food place blocks the 4 MPs from view. Maybe the Redline Spa is easier to look into, but I have no reason to lie- I have not been enthralled by the ‘smokers’. I used to live on Elliott Street and I walk by the places often as I have business in the downtown area often.

As far as the law- I have not read the law, if it is a municipal bylaw it has to be on the city website, and I would have to read it before advising anybody to plead- although I am not a member of the LSUC, so I say this figuratively. It is in the legal drafting where criminal convictions really are won or loss. Example- in a City of Mississauga bylaw strippers had to do table dancing in ‘plain view’ of the main stage; well a famous club dearly departed used one-way glass in the VIP room; strippers and clients could see the stage from inside, but the VIP room was free from plain view. They could not get convicted unless the bylaw was rewritten more clearly.

I don’t think the client list you offered is very substantive for Mr. Ducharme, who is generally a multi-practice lawyer, if not primarily a civil litagator. The best criminal lawyers in my opinion are the names you never hear, especially in a smaller city like Windsor. The word of mouth referral is undoubtedly ten times superior than the loud mouth attorney who thinks he is on Law & Order or something. Pleading anything is a defeat- so many cases resolve before even a plea is reached. Many good criminal lawyers get all types of ‘off the record’ penalties like charitable donations to Alzheimer societies or something, and the charged are never left with any criminal mark to trace.

....I think the "Ducharme" laywer you are referring to is Pat Ducharme..not Brian..just a little info that Windsor natives would understand ..

You are correct. Mr Czechmate was probably referring to Pat Ducharme, a local general practitioner. Brian Ducharme is a high-profile criminal lawyer who often deals with defendants who have committed heinous crimes.

I believe Czechmate was referring to the unattractive women at the Red-Line Spa, not the Tropical on the west side of Pelissier Street. That entire complex on the west side of Pelissier is owned by the same individual and has a number of attractive girls puffing away in plastic chairs adjacent to the street. Slow down when you pass the House of Lee or you will miss them.
