The kind of software you need really depends on what you are doing. There are a few freeware progs that will join MPEGs. These include things like Camel's Mpeg Joiner MediaSolutions MyFlix3, Womble's Mpeg VCR, iFilm edit etc. Adobe Premier is a great prog, but in my personal experience Adobe's programs are for very serious people only. They are difficult to use and prohibitively expensive. However for what you describe, joining and viewing frame by frame as you do so, you may not have many options. That is also going to take for ever if you see every frame as you go. Or do you mean you want frame by frame advance so you can pick right where the two segments should join? In that case MyFilx will do ya fine.
