I thought this was an interesting perspective, a bit dated but still valid:

Congratulations, China

From The Economist print edition

But a man in space must mean it no longer needs foreign aid

“THE East is Red”, went the old Maoist anthem. Yes, but the West is expert, was always the cutting comeback. Now the inventor of gunpowder and the rocket in earlier times has staked a claim to more modern technological prowess.

The success of the Shenzhou 5 launch, carrying China's very own astronaut, is no small feat, especially for a developing country (see article). China's Communist Party bosses will, no doubt, bask in the outpouring of national pride at home, and the envy of other would-be space cadets. After all, China is only the third country to put a man in space, after Russia and America, and the poorest one at that. As a nationalist boost that is fair enough, but it does carry one awkward implication. It is that China should no longer be sent the $1.8 billion or so it is getting in foreign aid each year (much of it from Japan). It may still be a poor, if fast-growing, economy but if it chooses to spend its money on space travel there can be no good reason for outsiders to subsidise that choice. ...

China getting aids from Japan ? Didn't know that .
The aid money is part of a program from Japan to somewhat compensate for war crimes during occupation.

The Chinese like to keep it quiet because they like to boast that their high-flying economy was solely due to Chinese efforts but they would have never been able to get off the ground without the billions from Japan.

Here are my thoughts:

(1) Japan re-wrote history(in school history text books) to cover up their war time atrocities, but the Chinese Government has turned blind eyes to it.
I guess money talks, after all. When money talks, the chinese government listens. What else is new ?

(2) As for the compensation, China is entitled to that. My concern is that the government probably never distribute the money to the victims, but rather pocket the money themselves. Maybe they use the money to finance beefy4me's hobbying in Canada....lol.

That jerk(beefy4me) is such a stunch supporter for the chinese government, it makes me wonder....lol

(3) I am sure financial aids in any form helps the economy, but I believe the real reason for the booming chinese economy is the Free Trades, especially after China has become a WTO memebr (in 2000 ?). China is now the world's manufacturing's hub. The sad thing is chinese rural peasants are completely shut out from such bonanza .

The thought of the growing Chinese economy and the aid of the Japanese...is a scary thought. The Chinese are like the Germans back then. But why would the Japanese help the Chinese, it's not like they are allies. The ones who are really allies with Chinese is the Russians. They (Russians) and the Chinese are the ones that the Americans are afraid of right now. I think the "superpower" of the world will soon be the Chinese.

All this talk about China being the next super power and they are a net importer of aid, have a terrible human rights record, terrible environmental record, bankrupt financial system and a dictatorship for a government..... but they do a nice job at cheap labor.

The Chinese gov't definately does not turn a blind eye. They are as vocal as any group (except maybe Korea) against Japan's whitewashing of history. They are also working hard to promote anti-Japanese sentiment among the Chinese people via media and literature. They realize that the more the people are united against Japan, the more nationalistic their feelings are of China. The biggest hypocracy is they point out all the evil Japan has done to them while quietly collecting billions of dollars in aid for Japan and keepingthat fact from the people.

What Japan needs to do is cut off these reparations payments without delay and start working on a military. It is obvious that China, if not by design, is very vulnerable to going though a fascist brainfart in the near future.
