It depends on whether it is a confidence issue such as a budget. In that case it means an election. If it is not a confidence issue (such as the bill to split the Ministry of Foreign Affairs and International Trade into separate ministries that was defeated the other day), it does not force and election unless the PM decides to use it as an excuse to call one. It used to be that almost everything seemed to be a confidence issue but that has changed a lot in recent years.
