RICHMOND, Va. (AP) - Virginians who wear their pants so low their underwear shows may want to think about investing in a stronger belt.

The state's House of Delegates passed a bill Tuesday authorizing a $50 fine for anyone who displays his or her underpants in a "lewd or indecent manner." Delegate Lionell Spruill, a Democrat who opposed the bill, pleaded with his colleagues to remember their own youthful fashion follies.

During an extended monologue Monday, he talked about how they dressed or wore their hair in their teens. On Tuesday, he said the measure is an unconstitutional attack on young blacks that would force parents to take off work to accompany their children to court just for making a fashion statement.

"This is a foolish bill, Mr. Speaker, because it will hurt so many," Spruill said before the measure was approved by a vote of 60-34. It now goes to the state Senate.

The bill's sponsor, Delegate Algie Howell, has said constituents were offended by the exposed underwear. He did not speak on the floor Tuesday.

You mean they're actually making a law that basically states "Pull up your pants" ? Denis Leary must be in heaven! Those are pretty drastic measures to try and foster a sense of decency and morality.

My first response is that bill is total bullshit.

Then I thought about some fat and/or obvious assholes who get a thrill showing that they are he men by going through grocery lines (sometimes with hammers hanging off of them after hours) so they can flag their ugly butts. (I have to say the some must think this a way to pick up chicks. )

The question is how the process of understanding good taste and common respect of other people (given the mores of the day ) starts. Is this legislature defining a bill to start that process when other avenues have failed?

I make no comment on the "FREE SPEACH" aspect of permitting people to show how macho they are by flagging their butt. But you know, how do you lift the level of discourse and good taste when no one understands the issue or the minimums of good taste and mutual respect to start with.

City councils are in-effective and un-inmportant. They gotta make it look like they are doing something, and they pick easy "feel-good" attention getting issues to talk about. It's simple.And it is a waste of time.

Me thinks that the good legislators have not fully considered the implications of their proposal....perhaps the offensive youths response might be, "I can't be fined if I am not wearing any underwear!" It is a short step from a thong to nothing at all :)

It could be an interesting, long hot summer in Virginia.
