Harper can advertise to whomever he likes. I'm just wondering why he thinks his message of intolerance will have special appeal to ethnic voters. I think it buys into the "Oh, these people, they're Old World so they'll swing our way" - which may, in fact, be the case. He isn't, after all, just targeting Liberal ridings - he would have published as many adds in local neighbourhood newspapers English as well.
