Nothing.What happens if you don't pay? Other than the UN being underfunded?

Depends on who takes it. Imagine if China offers to move it to Beijing and fill the finding gap created by the US. What I would PREFER is if it was moved to India and India was also given a permenant seat in the Security Council.
