Johnson was guilty but was an obvious fallguy who took heat away from other athletes. Eg: I believe that 6 of the 8 participants in that race were later banned for substance abuse.

Yep. Going back you could see it was clear Johnson was on major roids. In a relatively short time period he went from almost scrawny to looking like a body builder.
