Do you have any evidence of this? Latest news articles say the size is same as most major cities and lots gets done, most decisions are made, new infrastructure etc.

Other cities, like Montreal have party systems. So debates take place along party lines, with the leader of the party deciding on the main course of debate. The rest of the councilors take directions from the party leader.
As far as Toronto, it's not a party system. So there's potentially 47 members of council who can spin away on their very own tangents. Ford alluded to that recently by noting about the multiple day debate on shark fins.
Toronto is truly a disfunctional city. The infrastructure has become inadequate because no one can agree on anything. Why does it take 10 years to build one subway line with 3 stations, when Guangzhou doubled its 6 subway lines to 12 in 3 years! Not the same system, but you see the point.
One can't say that Ford came up with this on a whim. He was part of that system, with all of the frustrations it entailed. If Ford wants Toronto to improve its infrastructure, and the Province is willing to put up a large part of the funding, then Toronto City Council has to do its part, and not get bogged down into endless and useless discussion.
